Reaching Out to Voters

Once you have your Campaign Branding and have developed your effective and compelling Message, it's time to develop a plan to bring that out to your targeted voters. One of the most integral steps in improving your voter outreach is targeting the voters you need to hit your "Win number." Win Number refers to the desired number of votes to win your election. (We'll talk about how to calculate that on the Funding, Budgeting and Reporting page.) "Win Number "  refers to the desired number of votes to win your election.

For your campaign efforts to be effective, it’s crucial to prioritize outreach for the right group of voters. Typically, political campaigns divide their target voters into two main categories and Voter Outreach generally happens in two distinct phases, Persuasion and Get out the Vote (GOTV):

  • Persuasion universe: Your persuasion universe includes voters who are thought to be Undecided, may belong to other political parties, and are generally less likely to vote for your candidate. Since these voters need to be persuaded to vote in your favor, you should target this group early on and focus on educating them about your campaign.

  • GOTV universe: This group includes voters who are already likely to vote for your candidate  (your presumed Supporters), such as strong Dems and those with a history of voting and supporting similar campaigns. These voters don’t necessarily need to learn any more about your campaign, they just need to mail in their Vote by Mail ballot or make it to the polls.

In other words, do you need to persuade unlikely supporters to support your campaign or organization? Or can you mobilize enough of your base or likely supporters to win? By determining this strategy before you start your voter outreach, you’ll be able to more effectively target the voters you need to win, and develop messaging that resonates with them. 

 

Different voter demographics are something to keep in mind. Where and how are you likely to successfully get the attention of your target voters? Are they more likely to read an email, browse specific internet sites and social media,  answer their phone, read a text, attend an event, open their door to a knock? The answer to these questions willl be different depending on the demographics of every group of voters that you are targeting. Your Voter Outreach plan will should include a variety of methods of contacting voters.

Secondly, what you can do in terms of voter outreach will be constrained by the size of your campaign war chest. You might want to send out  five mailers to your full set of targeted voters, but do you have the money to do that? Think about the "cost per voter reached" of any type of message delivery method that you are considering. Be practical and think about what you have the time, the money, and the volunteers to do. The name of the game is always to get your name and message to as many of your target voters as possible, as many times as possible.
